In a large skillet, cook the breakfast sausage over medium heat until browned and fully cooked, breaking it up into small pieces as it cooks. Drain excess grease if necessary.

Gradually stir the flour into the cooked sausage, cooking for about 1-2 minutes until the flour is well incorporated. Slowly whisk in the milk and bring the mixture to a simmer. Cook until thickened (about 5-7 minutes). Season with garlic powder, onion powder, salt, and pepper to taste. Remove from heat.

In a greased 9x13-inch baking dish, spread the quartered biscuits evenly across the bottom.

In a bowl, whisk together the eggs and the remaining milk. Pour the egg mixture evenly over the biscuit pieces.

Pour the sausage gravy over the biscuits and eggs, making sure it's evenly distributed. If desired, sprinkle shredded cheddar cheese on top.

Cover the dish with aluminum foil and bake for 25 minutes. Remove the foil and bake for an additional 10-15 minutes until the top is golden and the casserole is set.

Remove from the oven and let it cool for a few minutes. Garnish with fresh parsley if desired before serving.
