Boil chiles and onion. Soak 20 minutes. Blend with 1 cup soaking water, oregano, salt, garlic, and cumin.

Toss beef with flour, salt and pepper.

Sear beef in batches until browned, about 5 minutes per batch.

Combine meat, sauce, broth and bay leaf. Simmer covered 45 minutes until tender.

Cook uncovered 15 minutes to thicken sauce.
