Whisk together your breadcrumbs, flour, garlic powder, salt, and pepper in a large bowl until well combined.

In another bowl, mix your flaked salmon, bell peppers, beaten egg, mayo, Worcestershire sauce, and cilantro until everything's well combined.

Gently fold the wet ingredients into the dry mix until just combined. If it feels too wet, add more breadcrumbs a bit at a time. For best results, chill the mixture for 15-20 minutes.

With damp hands, form the mixture into patties. Either fry in hot oil for 2-3 minutes per side until golden brown, or bake at 400°F for 10-12 minutes per side.
