In a mixer bowl, combine condensed milk, peppermint extract, and vanilla extract. Add half the powdered sugar and beat on low speed.

Gradually beat in remaining powdered sugar until a smooth dough forms. It should be firm enough to roll into balls. Adjust consistency with extra powdered sugar or water if needed.

Dust parchment paper with powdered sugar, place dough on top, and sprinkle more sugar over it. Roll to ½ inch thickness.

Using a greased 1 or 1½ inch round cookie cutter, cut circles from the dough. If dough is too soft, freeze briefly to firm up.

Place the peppermint rounds on a parchment-lined baking sheet. Cover and freeze for 20 minutes.

Melt chocolate candy melts in a microwave-safe bowl, heating in 30-second intervals and stirring between each.

Using a fork, dip each frozen patty in melted chocolate. Place on parchment and immediately add sprinkles. Let set before serving.
