Place the jasmine rice in a fine sieve and rinse under cold running water until the water runs clear to remove excess starch.

In a medium saucepan, whisk together coconut milk, water, lime zest, lime juice, brown sugar, and salt until the sugar and salt are fully dissolved.

Add the rinsed rice to the saucepan. Bring the mixture to a gentle boil over medium-high heat, then reduce heat to low. Cover tightly and simmer for 15–20 minutes until the liquid is absorbed and the rice is tender.

Take the saucepan off the heat and let it stand, covered, for 5 minutes. Uncover and fluff the rice gently with a fork.

Gently fold in the chopped cilantro and toasted coconut flakes until evenly combined.

Transfer the lime and coconut rice to a serving bowl. Garnish with lime wedges and an extra sprinkle of coconut flakes if desired.
