Preheat oven to 190°C (375°F) and line a baking sheet with parchment paper.

Brown the ground beef in a skillet over medium heat until fully cooked. Drain excess grease.

Add garlic powder, onion powder, salt, and pepper to the beef. Mix in the cream cheese and shredded cheddar until well combined. Remove from heat.

Separate the biscuit dough into individual pieces and flatten each into a circle.

Place a spoonful of beef-cheese mixture in the center of each flattened biscuit. Fold dough over the filling and pinch edges tightly to seal completely.

Combine melted butter with grated Parmesan cheese in a small bowl. Brush this mixture over the tops of the formed bombs.

Arrange the bombs on the prepared baking sheet and bake for 12-15 minutes, or until golden brown.

Allow bombs to cool slightly before serving. Garnish with fresh chopped parsley.
